Mr. Neal said staff would support some type of formula to regulate the number of taxicab <br /> companies operating within the City. He noted that regulating the taxicab business is extremely <br /> labor intensive, which the City ought to be engaged in from a safety perspective. <br /> Due to the increase in fuel costs and because the City is requiring a one million dollar <br /> liability insurance coverage, Mr. Thorne believed it warranted an increase in the rates. <br /> Mr. Brozosky said he supported the increase in the flag drop fee and the per mile rate. <br /> Mr. Sullivan said he would be supportive of increasing the flag drop fee and the per mile <br /> rate as long as the issue of decreasing the insurance requirements returned to Council at a later <br /> date. <br /> Mr. Neal said staff is reviewing the taxicab ordinance with legal staff and there are <br /> certain restrictions imposed on these operators, including establishing a Pleasanton business <br /> location within its first year of operation which is cost prohibitive. <br /> Mr. Fialho suggested taking a regional approach to studying the issue to see if the City <br /> could create some parity between Dublin and Livermore. <br /> In response to an inquiry by Mr. Thorne, Mr. Fialho said staff would not be able to take <br /> on this project within the next 12 months. <br /> It was moved by Mr. Brozosky, seconded by Mr. Thorne, to adopt Resolution 06- <br /> 013, a resolution approving a 13.64% increase from $2.20 to $2.50 in the flag drop fee and <br /> the per mile rate, and to direct staff to study the issue of decreasing the insurance <br /> requirements and limiting the number of taxicab companies operating within the City. <br /> Ms. McGovern said she would not support the motion because she did not believe <br /> Council was addressing the matter. She believed the City needed to determine whether it <br /> wanted to require the same type of liability insurance as Dublin and Livermore, determine rates <br /> and whether or not it would limit the number of taxicab companies operating within the City. <br /> The roll call vote on the substitute motion was taken as follows: <br /> AYES: Councilmembers Brozosky, Sullivan and Thorne <br /> NOES: Councilmember McGovern <br /> ABSENT: Mayor Hosterman <br /> ABSTAINED: None <br /> 7. MATTERS INITIATED BY COUNCIL <br /> Mr. Thorne expressed concern regarding the Council priority process, particularly as it <br /> related to the number of high priorities. He believed Council needed to find a way to build <br /> flexibility into the planning process because many of the priorities, including items mentioned <br /> under Matters Initiated by Council, are taking away from projects that are currently in progress. <br /> He noted it was mentioned this evening that Council had five major priorities, which he <br /> suggested might be all that Council should have on its priority list.
