(SR 06:061) <br /> Tim Neal, Police Chief, presented the staff report. <br /> Mr. Brozosky asked if the neighboring cities regulated the number of taxicab <br /> companies? <br /> Mr. Neal said the Cities of Hayward and Oakland regulates the number of taxicab <br /> companies. The Cities of Dublin and Fremont do not regulate the number of taxicab companies <br /> and the City of Livermore has an arduous permit process that tends to restrict the number of <br /> applicants. Some communities regulate taxicab companies by requiring a minimum number of <br /> taxicabs in order to serve a community; the reason is to provide a full taxicab service. <br /> Ms. McGovern said she was worried that a portion of the cost of the proposed increase <br /> is the statement that there is an increased number of taxicab companies operating in <br /> Pleasanton and not sufficient fares to cover these taxicabs, which she did not believe was <br /> proper to pass on to the residents of this community. She pointed out that the City is not using <br /> supply and demand to regulate the number of taxicabs. <br /> Mr. Neal did not disagree with Ms. McGovern's logic. He pointed out that Pleasanton is <br /> an extremely lucrative taxicab market and there is a reason why Pleasanton has 68 taxicabs <br /> serving Pleasanton. The City of Pleasanton is not only a BART destination but also Stoneridge <br /> Mall and Hacienda Business Park in and of themselves is tremendously lucrative to the taxicab <br /> industry. If Council were to retain the current rates or reduce the rates, some of the taxicab <br /> companies would go out of business, and some businesses would argue that if Council did not <br /> increase the rates they would not be able to sustain a business. He noted that a past Council <br /> made the decision not to regulate the number of taxicab companies and let the market itself <br /> regulate the taxicab service in Pleasanton. <br /> Ms. McGovern did not see how the City could control the amount of taxicab companies <br /> that would want to conduct business in Pleasanton if the City had the highest rates. <br /> Mr. Sullivan asked why cities regulate the taxicab rates. <br /> Mr. Neal said there needed to be some type of cap on the flag drop fee and the per mile <br /> rate which if not regulated would go unchecked. <br /> Pleasanton City Council 23 02/21/06 <br /> Minutes <br />
