He appreciated the applicant's <br /> efforts in working with the neighbors, staff and the Planning Commission to attempt to satisfy <br /> everyone's concerns. He supported the incorporation of the tot lot and the placement of a <br /> flashing yellow pedestrian beacon at an existing pedestrian crossing. He appreciated the <br /> applicant's willingness to contribute up to $5,000 for the placement of the beacon. He did not <br /> support changing the traffic sequencing at the First Street/Ray StreetNineyard Avenue <br /> intersection until he gained an understanding of the proposal and how it might affect pedestrians <br /> crossing that intersection. He was pleased to see that this project incorporated the Multi Family <br /> Green Building Guidelines when the project was evaluated. Prior to considering a project such <br /> as this in the future, he wanted Council to hold a workshop on affordable housing. <br /> It was moved by Mr. Brozosky, seconded by Mr. Thorne, to adopt Resolution 06- <br /> 012, a resolution approving a negative declaration for the application of SilverStone <br /> Communities for PUD rezoning and development plan approval, as filed under Case PUD <br /> 49; to introduce Ordinance 1933, an ordinance approving the application of SilverStone <br /> Communities for PUD rezoning and development plan approval, as filed under Case PU- <br /> 49; and to require the applicant to contribute up to $5,000 for the placement of a flashing <br /> yellow pedestrian beacon at an existing pedestrian crossing. <br /> The roll call vote on the substitute motion was taken as follows: <br /> AYES: Councilmembers Brozosky, McGovern, Sullivan, and Thorne <br /> NOES: None <br /> ABSENT: Mayor Hosterman <br /> ABSTAINED: None <br /> Mr. Brozosky was not convinced that changing the traffic sequencing at the First <br /> Street/Ray StreetNineyard Avenue intersection from a split phased operation to a protected <br /> permissive left/left yield intersection would work as it is a heavily utilized pedestrian walkway. <br /> Ms. McGovern believed the staff report indicated that staff supported the change of the <br /> traffic sequencing. <br /> Mr. Iserson said staff supported changing the traffic sequencing at the First Street/Ray <br /> StreetNineyard Avenue intersection, as it would improve the traffic level of service at that <br /> intersection. Staff acknowledged the issues presented by the neighborhood related to <br /> pedestrians safely crossing, as it is a heavily traveled intersection. The City's Traffic Engineer <br /> concluded that because this configuration works in other locations, it would be acceptable for <br /> this intersection. <br /> Mr. Brozosky did not believe Council had sufficient information to be able to make an <br /> informed decision this evening. <br /> Mr. Thorne and Mr. Sullivan concurred with Mr. Brozosky's comment. <br /> For clarification purposes, Mr. Iserson said there would still be a left turn arrow at that <br /> intersection that would clear the majority of the traffic.
