Mr. Bindra asked Council to consider adding additional trees in the middle of the road, <br /> which would provide special screening to the Laguna Oaks residents and help to mitigate the <br /> noise. <br /> In response to an inquiry by Mr. Brozosky, Mr. Bindra clarified that he was not opposed <br /> to the City securing Federal funding to help bridge the funding shortfall for this project. With its <br /> location on a bluff on Old Foothill Road that overlooks his backyard, he noted that visitors at the <br /> site could look down into his backyard and swimming pool. He asked for special screening to <br /> block that view. <br /> Christine Ellis, President of the Laguna Oaks Homeowners Association, concurred with <br /> Mr. Bindra's comments. She asked Council to use a phased approach for this project and to <br /> proceed with the construction of this project eliminating some of the major improvements <br /> including the Milking BarnNisitor's Center, Bunkhouse and Interpretive Program as outlined on <br /> page four of the staff report. She said the Milking BarnNisitor's Center, which would be painted <br /> white to match the former Meadowlark Dairy, would be an eyesore and block views of the <br /> Ridgeland for Laguna Oaks residents. <br /> In response to an inquiry by Mr. Sullivan, Ms. Ellis said the major concern of the Laguna <br /> Oaks Homeowners Association (HOA) is the visual impact that would be blocked to <br /> homeowners along the Ridgeland by the large white barn. <br /> Ms. McGovern asked staff to clarify the size of the buildings. <br /> Mr. Wolfe said staff attempted to locate the buildings on the site where they were <br /> originally located. The issue of color surfaced and when Council dealt with this issue, staff was <br /> directed to mute the white color of the Milking BarnNisitor's Center as much as possible so that <br /> it would not be viewed as obtrusive without changing the historical significance of the site. He <br /> believed the Milking Barn totaled approximately 3,000 square feet. <br /> Ms. McGovern asked if the square footage for the Alviso Adobe Community Park was <br /> 1,895 square feet as noted in Attachment A to the staff report? <br /> Mr. Wolfe said yes. <br /> Ms. McGovern asked if the square footage of the Milking BarnNisitors Center was 2,970 <br /> square feet and if the square footage of the Bunkhouse was 530 square feet? <br /> Mr. Wolfe said that was correct. He noted the total acreage for this property was seven <br /> acres. <br /> In response to an inquiry by Mr. Sullivan, Mr. Wolfe said the original color of the Milking <br /> Barn was a bright white. <br /> Kevin Close, a Happy Valley resident, urged Council to move forward with the <br /> construction of the entire Alviso Adobe Community Park project as soon as possible. He <br /> believed the contingency was high.
