Mr. Fialho believed this project and the other four Council priority projects could be <br /> completed without any "flipping of money" between In -Lieu Park Dedication fees and General <br /> Fund monies. He believed there was sufficient funding for certain projects that could be closed <br /> out coupled with resources currently dedicated for purposes that are no longer necessary that <br /> would allow for the construction of the Alviso Adobe Community Park project, or at least allow <br /> the project to proceed with the bidding process by the end of 2006. <br /> Mr. Brozosky believed today's meeting with Congressman Richard Pombo was <br /> successful. Even if the City were successful in obtaining federal funding, it would take several <br /> years for the funds to reach Pleasanton, which would require the City to pay for the entire <br /> project up front. He pointed out that the problem with reimbursement is at the School District <br /> level and if the School District were successful in obtaining State funding to assist with this <br /> project, it could not be applied to this project as a reimbursement. <br /> Mr. Fialho stated that the majority of the discussion occurred at the School Liaison <br /> Committee Level and the School Board has not weighed in on participating with the City on this <br /> project. Based upon his understanding, State funds awarded to the School District could not be <br /> used for reimbursement and advanced as a part of this project. He pointed out that strict <br /> guidelines exist which limit what the funds could be used for including dedicating the land on <br /> which the Milking Barn sits on to the School District so that it is consistent with State guidelines. <br /> Mr. Brozosky noted that it is possible for the City to proceed with this project now as <br /> opposed to waiting to receive federal funding. If the City were successful in obtaining Federal <br /> funding, it would repay city funds used now to build the Alviso Adobe Community Park project. <br /> Mr. Fialho said that was correct. <br /> In response to an inquiry by Mr. Sullivan, Mr. Jorgensen said there are plans to have the <br /> interior of the Adobe furnished as well as preliminary plans to have interpretative materials <br /> inside the Adobe that will address the entire California period. Staff has obtained a significant <br /> amount of historical data on the Dairy and Indian period, and it will be up to the City to provide <br /> an ample supply of materials and resources that address the California period. <br /> Mr. Wolfe noted the reason for the Orchard on the northern portion of the site was <br /> because during that period, ranching and agriculture was significant on this site, which would <br /> adequately depict that period of time. <br /> Mr. Jorgensen pointed out the Adobe was originally the pasturelands for Mission San <br /> Jose. <br /> Mr. Sullivan wondered when Council would be reviewing the mid -term Capital <br /> Improvement Program? <br /> Mr. Fialho said a Council workshop to review the CIP was planned for May with formal <br /> adoption of the mid -term CIP scheduled in June. At the mid -term CIP workshop, Council would <br /> review all five of its major priority projects including a potential funding plan for each of these <br /> projects. He pointed out one exception: restoration of the Veterans Memorial Building; this <br /> project is ready for bid and bids are currently being accepted. Staff anticipates bringing this <br /> matter to Council at its April 4 meeting to award a contract.
