Mr. Fialho pointed out that in order to proceed with this process, it would take the <br /> architect some time to identify the add alternatives similar to what was done for the Firehouse <br /> Arts project, which would add another month or so to the process. <br /> Mr. Brozosky said he was attempting to try and find a way to buy some time and have a <br /> portion of the project constructed using a phased approach and Council could then make a <br /> decision at a later time once the funding sources were identified for the complete project. <br /> Mr. Fialho said there was clear direction to staff from Council when staff presented the <br /> preliminary design for the Firehouse Arts project to go back and break out the costs using a <br /> phased approach, which is not the same for the Alviso Adobe Community Park project. <br /> Complete construction documents for Alviso Adobe Community Park are completed and the <br /> project is ready for bid, and the bids will be based upon the entire construction documents. <br /> Staff would need some time to adjust the complete construction documents, which would allow <br /> the project to be bid upon using a phased approach. <br /> In response to an inquiry by Mr. Brozosky, Mr. Roush said when Council adopted both <br /> the Capital Facilities and Public Improvement fees, there were certain assumptions made about <br /> what these fees would be used for. If Council was now deciding to use In -Lieu Park Dedication <br /> fees for these purposes, the Public Facilities fee would need to be amended in order to prevent <br /> the City from collecting more than what was needed for all of the park facilities. Fle pointed out <br /> that the City could not collect more from developers than what is needed for the Alviso Adobe <br /> Community Park. <br /> Mr. Fialho mentioned that when staff drafted and Council approved the Development <br /> Impact Report, it was based upon growth assumptions that were prevalent in 1998 and as the <br /> General Plan Update process unfolds, future Pleasanton might look different. There is a <br /> question as to how the City would spread out the 1,600 units remaining under the housing cap <br /> and how the units are utilized will ultimately determine how much is collected from future <br /> development both in Public Facilities and In -Lieu Park Dedication fees. Once Council <br /> completes the General Plan Update process, staff recommended that Council review the four <br /> Development Impact fees to determine the appropriate level of collection so that the correct <br /> amount is being collected. <br /> Mr. Brozosky pointed out that several years ago, a portion of In -Lieu Park Dedication <br /> fees was used to pay off acquisition of land for the Golf Course. Since General Fund money <br /> was loaned for the completion of the Golf Course, he asked if additional funding from the In -Lieu <br /> Park Dedication fees could transferred to the Golf Course project and then used to pay back <br /> some of the General Fund monies that were used for the Golf Course? <br /> Mr. Fialho said he would need to determine whether it made sense to take this approach <br /> going forward. <br /> Mr. Brozosky was concerned because if Council chose to begin this project sooner <br /> rather than later and it is was determined that the funding source would need to come from the <br /> In -Lieu Park Dedication fees, the timing for the study and revisions would take a significant <br /> amount of time. <br /> Pleasanton City Council 10 02/21/06 <br /> Minutes <br />
