not come before the Council for another 12 to 18 months but noted that there are specific plans for
introducing recycled water at the Staples ranch site.
Councilmember McGovern said Zone 7 only anticipates it will be able to provide the city with water
through year 2015 and stressed the importance of implementing a recycled water plan throughout
the city as soon as possible.
In response to Councilmember McGovern's concerns regarding entitlements, Ms. Stern directed her
to page 2 -32 and noted that it only addresses residential development. Councilmember McGovern
asked staff to craft parallel language to address other zoning as well. The Council supported the
recommendation.
Councilmember Thorne said he has heard considerable public concern regarding the plans for
stoplights going in to town. He questioned and confirmed that the Council and public will have the
opportunity to weigh in on those before installation. He has also heard concerns surrounding the
third left -hand turn lane from Santa Rita Road onto Valley Avenue and asked staff to make sure it is
clarified that the issue will not be considered until after the impacts of Stoneridge Drive extension
have been learned.
Traffic Engineer Michael Tassano said the intersection is identified as a potential improvement,
specifically with respect to the turn lane in question. He noted that while it would provide short-term
improvement, the General Plan contains a footnote stating that at build out and with the extension
of Stoneridge Drive, that improvement is not necessary. Councilmember Thorne questioned and
confirmed that there are no immediate plans to perform the improvements.
Referring to Program 9.1 on Page 3 -50, Councilmember Thorne asked that support of the Triangle
Study be contingent upon improvements to SR 84 between Highway 680 and Pigeon Pass Road.
Mr. Fialho requested and confirmed that the list of improvements be reflected consistent with the
criteria used for regional improvements and as reflected in the initial study. He confirmed that
Pleasanton does not support the project as currently prioritized with SR 84 at the bottom of the list;
what it does support is the original conclusions of that report as reflected by the Triangle Study
Group.
Mr. Dolan noted that the Triangle Project may continue to change and explained that staff has
added Program 9.2, calling out the specific requirement that SR84 be expanded to 4 lanes between
Highway 680 and Pigeon Pass Road.
Councilmember Thorne questioned what assurances the city has that the former West Las Positas
interchange site will not be developed. City Attorney Roush replied that a letter was issued to
Caltrans last summer asking them to consider surplusing and selling that property to the City.
Caltrans considered for some time and responded with a letter stating the site was still being
studied and that they could not yet say. He said that although Caltrans could presumably seek to
develop the site, the possibility is unlikely without it being part of our Circulation Element. He
explained that if Caltrans did attempt to do so in a way inconsistent with its purpose, the project
would be subject to city's General Plan and zoning regulations.
Councilmember McGovern referenced farming as discussed in the General Plan, noted that it
encourages agriculture only outside the urban growth boundary, and suggested the policy be
reconsidered. She referenced a letter from Laverne Sportono of Sportono Ranch which indicated a
desire to annex into Pleasanton. She said the policy should state support for the maintenance of
City Council Minutes Page 7 of 15 July 21, 2009
