16. That a final landscape plan be submitted for review and <br /> approval of the Planning Director prior to issuance of any <br /> building permits. Included on this plan shall be the <br /> following modifications: <br /> <br /> - Increase the width of the lawn area to the south of <br /> the Santa Rita Road entrance driveway; <br /> <br /> - Increase the length of the planter area to the <br /> southwest of the car wash building by 10-15 feet; <br /> <br /> - Plant additional London Plane trees in the planter <br /> area at the northwest corner of the site; <br /> <br /> - Plant one London Plane tree in the large planter <br /> island located adjacent to the Santa Rita Road <br /> entrance driveway; <br /> <br /> - Replace the palm trees at each end of the retail <br /> structure with a tree species acceptable to the <br /> Planning Director; <br /> <br /> - Install a series of tree species along the southern <br /> property line that would have less impacts on the <br /> adjacent residential yards (evergreen pears, etc.); <br /> and <br /> <br /> - Install a combination of shrubs and ground cover to <br /> the rear of the retail building. <br /> <br /> 17. That reciprocal access and parking easements be recorded <br /> between all three future parcels unless otherwise approved by <br /> the Planning Director. <br /> <br />18. That the applicant seek City Council approval to allow <br /> on-site regulation of the vehicle code. <br /> <br />19. That unless a phasing plan for improvements is approved by <br /> the Planning Director, the applicant shall complete all of <br /> the on-site improvements at one time (including all <br /> improvements adjacent to the restaurant pad). The future <br /> restaurant pad shall be seeded and kept in a neat and weed <br /> free manner at all times. <br /> <br />20. That if there are any changes to the cumulative traffic <br /> situation and/or changes to the City's traffic assumptions <br /> prior to the submittal of the final design for the <br /> restaurant, the applicant shall submit a revised traffic <br /> <br /> - 8 - <br />2/16/88 <br /> <br /> <br />
