16. That a final landscape plan be submitted for review and approval of the Planning Director prior to issuance of any building permits. Included on this plan shall be the following modifications: - Increase the width of the lawn area to the south of the Santa Rita Road entrance driveway; - Increase the length of the planter area to the southwest of the car wash building by 10-15 feet; - Plant additional London Plane trees in the planter area at the northwest corner of the site; - Plant one London Plane tree in the large planter island located adjacent to the Santa Rita Road entrance driveway; - Replace the palm trees at each end of the retail structure with a tree species acceptable to the Planning Director; - Install a series of tree species along the southern property line that would have less impacts on the adjacent residential yards (evergreen pears, etc.); and - Install a combination of shrubs and ground cover to the rear of the retail building. 17. That reciprocal access and parking easements be recorded between all three future parcels unless otherwise approved by the Planning Director. 18. That the applicant seek City Council approval to allow on-site regulation of the vehicle code. 19. That unless a phasing plan for improvements is approved by the Planning Director, the applicant shall complete all of the on-site improvements at one time (including all improvements adjacent to the restaurant pad). The future restaurant pad shall be seeded and kept in a neat and weed free manner at all times. 20. That if there are any changes to the cumulative traffic situation and/or changes to the City's traffic assumptions prior to the submittal of the final design for the restaurant, the applicant shall submit a revised traffic - 8 - 2/16/88
