Larry Nebel referred to the Oak Tree Farm L&L District, said he has discussed proper <br />maintenance of open space with Planning and the District since then, noting there are several <br />areas in the ordinance where it states maintenance will be the responsibility of the Landscape <br />and Lighting Maintenance District. He asked for clarification why only recently work was <br />done, why the ordinance is not being followed, and said a section also indicates that the <br />developer can put a road up street E of the subdivision, which cannot be located. Part 9 also <br />requires the completion of an Open Space Management Program for the hillside open space <br />that will be administered by the L&L District, which does not exist. <br /> <br /> City Attorney Michael Roush explained that staff reviewed the 1993 Open Space Easement <br />Agreement and it does indicate Lot A should have been included within the L&L District area; <br />however, it was not included. He discussed the matter with Engineering staff and it will be the <br />City’s intent to amend the L&L District boundary to include Lot A such that the trail area can <br />be maintained as part of the District. <br /> <br />The public hearing was closed. <br /> <br />Resolution 09-303 <br />5. Approved the Memorandum of Understanding to manage activities for its regional partners as <br />the lead agency to assist with the Firefighters Regional Grant and authorized the City <br />Manager to execute the MOU between the City and its Regional Partners for the management <br />of all activities related to the AFG <br /> <br />9. Approved an extension to the First Responder Advanced Life Support Services (FRALS) <br />Agreement between the City and the County of Alameda and authorized the City Manager to <br />approve amendment to the FRALS agreement between the City and County <br /> <br />Finance <br /> <br />10.
