motion; all indications suggest the State will seize highway dollars and the ripple effect is a
statewide legal strategy in cooperation with the League that relies on City Attorneys to develop and
defend cities’ collective positions.

Vice Mayor Cook-Kallio opened the public hearing, noted there were no public speakers and closed
the public hearing.

Resolution 09-306
MOTION: It was m/s by Thorne/Sullivan to adopt approving the 2009-10
through 2012-13 Capital Improvement Program. He said he previously
discussed looking more strategically at discretionary capital projects which are things the City
needs to maintain itself as a quality community. He felt the City should take a step back with some
of the larger ticketed projects, demands for sports fields and other needs because the situation will
not soon change. He felt a more strategic approach should be taken, recognizing the fact that
projects might not occur or may occur in future years so as to not set expectations.

Mr. Fialho agreed and said the City was trying to buckle down on the operating side and the CIP
and see where the economy goes prior to committing to operational and capital enhancements.

Vice Mayor Cook-Kallio thanked staff for their work, said she hears comments from the community
on why the City spends money on certain things and reiterated that some projects have been in the
works for years.

BREAK:
The Council took a short break, and thereafter reconvened the regular meeting at 9:20
p.m.

City Council Minutes Page 10 of 13 June 16, 2009
