Motion passed by the following vote: <br /> <br />Ayes: Councilmembers Sullivan, Thorne, Vice Mayor Cook-Kallio <br />Noes: None <br />Absent: Councilmember McGovern, Mayor Hosterman <br /> <br />Resolution 09-307 <br />MOTION: It was m/s by Thorne/Cook-Kallio adopt authorizing the City Attorney <br />to cooperate with the League of California Cities, other cities and counties in litigation challenging <br />the constitutionality of any seizure by State Government of the City’s street maintenance funds. <br />Motion passed by the following vote: <br /> <br />Ayes: Councilmembers Sullivan, Thorne, Vice Mayor Cook-Kallio <br />Noes: None <br />Absent: Councilmember McGovern, Mayor Hosterman <br /> <br />Councilmember Sullivan believed the City should tighten its belt with capital projects and felt this <br />might be the funding that later helps out the City with its operating budget. He said he previously <br />discussed looking more strategically at discretionary capital projects which are things the City <br />needs to maintain itself as a quality community. He felt the City should take a step back with some <br />of the larger ticketed projects, demands for sports fields and other needs because the situation will <br />not soon change. He felt a more strategic approach should be taken, recognizing the fact that <br />projects might not occur or may occur in future years so as to not set expectations. <br /> <br />Mr. Fialho agreed and said the City was trying to buckle down on the operating side and the CIP <br />and see where the economy goes prior to committing to operational and capital enhancements. <br /> <br />Vice Mayor Cook-Kallio thanked staff for their work, said she hears comments from the community <br />on why the City spends money on certain things and reiterated that some projects have been in the <br />works for years. <br /> <br />BREAK: <br />The Council took a short break, and thereafter reconvened the regular meeting at 9:20 <br />p.m. <br /> <br /> <br />City Council Minutes Page 10 of 13 June 16, 2009 <br /> <br /> <br />
