students; reached fame with the annual Foothill High School Band Review and participation in the <br />Ambassadors of Music Program; set a world record by playing continuously for over 5 hours as they <br />travelled the tunnel between Paris and London on the occasion of its opening; marched in the <br />Pasadena Tournament of Roses Parade 5 times; and brought home over 3,500 trophies. <br /> <br />Mr. Moorefield shared his pleasure at having had the opportunity to teach so many students. He <br />recognized former students in the audience and thanked the parents and school district for their <br />unending support. He also thanked his wife for her continual support and involvement. <br /> <br />13. Public Comment <br /> <br />Fred Norman stated that more than 5,000 American soldiers have been killed in the Iraq and <br />Afghanistan wars. He invited the public to join Pleasantonians for Peace at its vigil on the second <br />Wednesday of each month in front of the museum on Main Street at 7 p.m. He noted that last <br />month, the City of Dublin adjourned its meeting in memory of fallen troops. Mr. Norman <br />complimented them for what is a small effort that conveys tremendous respect. <br /> <br />Kathy Dowding read the names of the 15 soldiers most recently killed in the war. She reiterated Mr. <br />Norman’s invitation to join the monthly peace vigil and requested that the Council incorporate a <br />moment of silence to recognize fallen Americans in the regular meeting agendas. <br /> <br />PUBLIC HEARINGS AND OTHER MATTERS <br /> <br /> <br /> <br />14. Review and approve the City Council Annual Work Plan for 2009-10 <br /> <br />Mr. Fialho provided the staff report and reviewed the proposed Work Plan for 2009-10. The plan is <br />comprised of 11 priority areas totaling 80 actionable items which collectively constitute the City’s <br />business plan for the next 2 years. This business plan serves as the basis for developing the <br />operating and capital improvement budgets to be reviewed by the Council on June 9 and June 17 <br />before taking effect on July 1, 2009. <br /> <br />The City began using this prioritizing process in FY 2004 to execute a number of policy and capital <br />objectives. Staff believes the system to be successful for 3 specific reasons: 1) it provides a direct <br />connection with various operating budgets which is beneficial in terms of allocating staffing and <br />financial resources; 2) annual updates mean this is a flexible document capable of reacting to <br />changing priorities from the Council and community; and 3) it provides an instrument with which he <br />can monitor departmental performance. This Work Plan differs from previous versions in that it <br />decreases emphasis on the pursuit of capital projects and places greater emphasis on long-term <br />planning, economic development, and environmental initiatives. <br /> <br />Mr. Fialho then provided a brief overview and update of various initiatives contained within the <br />workplan. <br /> <br />Councilmember McGovern referred to the staff report which mentions the issue of balancing staff <br />resources between special projects and ongoing services. She asked that staff monitor and keep <br />the Council apprised of how this new plan affects the completion of any projects already underway. <br /> <br />Mayor Hosterman opened the item for public comment. <br /> <br />John Carroll asked the Council to consider the addition of one more priority in the area of campaign <br />finance reform.
