BACKGROUND <br /> The Firehouse Arts Center will include two 20 -30 feet tall backlit colorful glass <br /> marquees that will create a beautiful, visual and attractive beacon for the facility. The <br /> west side marquee will be situated to be seen from Main Street view Division Street and <br /> will reflect the facilities historic mission as a firehouse. The east side marquee will <br /> announce the entrance to the facility from Lions Wayside Park and will contain colors <br /> complimenting the natural setting of the park. The marquees were designed by British <br /> artist Martin Donlin who was selected previously from a group of 18 qualified applicants. <br /> A copy of the design, which was approved previously by the Civic Arts and Parks and <br /> Recreation Commissions, is included as Exhibit A to the recommended agreement. At <br /> its meeting of April 15, 2008, the City Council, acted on recommendations from the <br /> Firehouse Arts Center Task Force, the Parks and Recreation Commission and the Civic <br /> Arts Commission, to accept a generous gift from Nancy and Gary Harrington, <br /> Pleasanton residents, to fund the creation of the marquees. <br /> As outlined in the recommended agreement, the City will be contracting with <br /> Glasmalerie Peters GmbH, (Glass Studio Peters) to fabricate the marquees as <br /> designed by Mr. Donlin. The fabrication will take place in Germany and will be <br /> coordinated by Glass Studio Peters representative, Peter Kaufmann, located in <br /> Portland, Oregon. Glass Studio Peters will also arrange for delivery of the various <br /> fabricated marquee sections to the Firehouse Arts Center where they will be assembled <br /> and installed by W.A. Thomas, the general contractor for the Firehouse Arts Center. <br /> Cost of the assembling and installing the artwork is included in the project construction <br /> budget. <br /> In the past, the City has used a number or arrangements for art fabrication including <br /> one in which the artist contracts directly for fabrication and installation. However, after <br /> consulting with artist, it was determined that this particular project would be best <br /> addressed with the City contracting directly for the fabrication. As with all projects of this <br /> type, staff anticipates working closely with the artist, fabricator and the general <br /> contractor to assure the work is successfully accomplished. Due to the unique nature of <br /> the art work, Glass Studio Peters was selected by Martin Donlin, in consultation with the <br /> Harrington's, as being the best option for fabricating the work. As a result of the unique <br /> nature of the work, in recognition of the donations from the Harrington's, and consistent <br /> with previous art acquisition processes, all parties involved determined that Glass <br /> Studio Peters is the most qualified and sole source vendor for the project. <br /> Page 2 of 3 <br />
