He asked that, in the name of fairness and transparency, the Council consider reviewing those rules and incorporating the recommendations of other municipalities' Fair Political Practices Commissions. Mayor Hosterman closed pubic comment. Councilmember Sullivan voiced support for the policies and programs which reinforce economic development of the downtown area. He noted that at the workshop, Council had requested a more strategic approach or visioning process specific to the downtown area and asked that it be made clear in the Work Plan. Mayor Hosterman concurred, adding that she envisioned a process wherein the Council would have the opportunity to discuss the downtown area's evolution with the public, property owners, and merchants. She asked if staff sees that as pertaining to the protection and enhancement of Pleasanton's Quality of Life goals. Mr. Fialho agreed that there was considerable discussion about visioning at the downtown level. He felt that the economic visioning is captured on the priority list but suggested that the intent be clarified on Work Plan Page A6, subcategory Downtown, under Downtown Specific Plan Implementation and Outreach. He proposed that the project description state the intent to engage with various stakeholders in the downtown area to pursue a collaborative visioning process. Councilmember Sullivan supported the recommendation provided that the description can be broadened to apply to more than just design guidelines. Mr. Fialho agreed to adjust it accordingly. Mayor Hosterman shared her pleasure with the Work Plan which the City Council and staff worked collectively to provide the people of Pleasanton with so many wonderful CIP projects. Despite some very serious budget constraints, they can continue to offer new and exciting programs. Councilmember Sullivan referred to Mr. Carroll's comments, voiced support for further review, and cited the meeting minutes of January 15, 2008 which states the intent to do just that. He asked that the Council follow through on its agreement to review the Fair Campaign Practices Code and that the review and any resulting policy changes be in place prior to the next election cycle. Councilmember McGovern concurred that the minutes do reflect an agreement to conduct at least one review and requested that they do so in order to address any concerns that were not sufficiently covered by the adopted Code. Mayor Hosterman reiterated her thoughts from the workshop, stating that the Council implemented a number of new programs with respect to fair campaign practices and that as a result, she has not heard any public rumblings relative to the outcome of the last election at least in so far as the finance campaign process goes. She noted that the Council has numerous issues to address in the upcoming months and suggested that they forego this review for now unless the community requests otherwise. Vice -Mayor Cook- Kallio shared her impressions of that meeting, stating that she presumed the review pertained primarily to expenditure limits. She recognized that independent expenditures may be an issue but agreed that the Council has plenty to deal with at this time. Councilmember Thorne concurred. He shared his hesitance to deal with independent expenditures as they fall under first amendment rights and doubted that the Council possesses the ability to control those expenditures any more than it has already.
