THE CITY OF 20 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> July 21, 2009 <br /> Community Development <br /> Planning Division <br /> TITLE: PGPA -15, APPROVAL OF THE GENERAL PLAN UPDATE INCLUDING <br /> CERTIFICATION OF THE ENVIRONMENTAL IMPACT REPORT (EIR), <br /> ENVIRONMENTAL FINDINGS, STATEMENT OF OVERRIDING <br /> CONSIDERATIONS, AND ADOPTION OF THE DRAFT GENERAL <br /> PLAN DATED APRIL 24, 2009 (WITH AMENDMENTS) <br /> SUMMARY <br /> The proposed Draft General Plan establishes a planning framework and policies to <br /> shape future growth and conservation through the 2025 planning horizon. When <br /> adopted, it will replace the 1996 General Plan for all elements except the Housing <br /> Element which was adopted in 2003 (Note: the Housing Element will be developed with <br /> community input, following adoption of the General Plan). <br /> From 2003 to 2008, the City has been engaged in a comprehensive update to the <br /> General Plan, which has involved extensive input from the community and various City <br /> boards and commissions. In consideration of this outreach, each draft element of the <br /> General Plan has been carefully reviewed by the Planning Commission and City <br /> Council to reflect a balanced representation of community interests. <br /> On May 13, 2009, the Planning Commission recommended the City Council certify the <br /> Final Environmental Impact Report and adopt the Draft General Plan. The City Council <br /> is now being asked to certify the Environmental Impact Report and to adopt the Draft <br /> General Plan. <br /> PLANNING COMMISSION RECOMMENDATION <br /> At its meeting of May 13, 2009, the Planning Commission listened to public comment <br /> and acted to recommend the Draft General Plan and Final EIR to the City Council (see <br /> Planning Commission Minutes, Attachment 11). The Planning Commission discussed <br /> several minor changes to wording in the Draft General Plan. These recommended <br /> changes are shown in Attachment 12 of this Agenda Report. In its formal action, the <br /> Planning Commission: <br /> 1. Recommended the City Council approve the EIR documents (Draft EIR, <br /> Final EIR, EIR Errata, and CEQA Findings and Statement of Overriding <br /> Considerations); <br /> 2. Recommended the City Council approve the Draft General Plan (dated <br /> April 24, 2009) with amendments as proposed by the Planning <br /> Commission (Attachment 12); and, <br />
