Recommended that the City Council develop contingency plans in the <br /> event that major assumptions of the General Plan (for example, the <br /> housing cap) are invalidated or modified, and that these contingency plans <br /> include a formal mechanism for the gathering and receiving of public input <br /> (e.g. through development of the City's Housing Element) <br /> STAFF RECOMMENDATION <br /> Staff supports the Planning Commission's recommendation and therefore recommends <br /> the City Council: <br /> 1. Find that the FEIR, as revised, conforms to the California Environmental <br /> Quality Act (CEQA), and adopt the attached resolutions (Attachments 1 <br /> and 2) approving the Environmental Findings and Statement of Overriding <br /> Considerations, and certifying the FEIR, with applicable revisions included <br /> in Attachment 9; and, <br /> 2. Adopt the resolution (Attachment 3) approving the Pleasanton General <br /> Plan 2005 -2025, dated April 24, 2009 as set forth in Attachment 4, with <br /> the revisions listed in Attachments 12 and 13, and any further revisions <br /> noted by the City Council. <br /> FINANCIAL STATEMENT <br /> There is no significant financial impact as a result of this action. Following adoption of <br /> the General Plan and consistent with the City's fiscal policies, the City will develop a <br /> long -term fiscal plan which will forecast revenue and expenditure assumptions through <br /> build -out the General Plan. <br /> BACKGROUND <br /> The proposed Draft General Plan establishes a planning framework and policies to <br /> shape future growth and conservation through the 2025 planning horizon. When <br /> adopted, it will replace the 1996 General Plan for all elements except the Housing <br /> Element which was adopted in 2003. The proposed General Plan includes the 11 <br /> elements in the 1996 General Plan as well as two additional elements addressing the <br /> topics of water and energy. <br /> Pleasanton's objectives for the General Plan and the changes that would occur due to its <br /> implementation focus on quality of life and sustainability concerns. Guiding objectives <br /> include: 1) preserve Pleasanton's character; 2) encourage both resource sustainability <br /> and sustainable development; 3) confine development to within the Urban Growth <br /> Boundary; 4) promote the development of walkable communities; 5) achieve and maintain <br /> a complete well- rounded community of desirable neighborhoods and a strong <br /> employment base; 6) expand and improve the overall roadway /transit/trail network to <br /> provide more travel options; 7) provide housing opportunities for all age and <br /> socioeconomic groups; 8) protect the population and minimize risks to lives and property <br /> in the event of natural or human caused hazards; 9) provide sufficient available and <br /> convenient community program, park, open- space, and hiking /bicycling opportunities for <br /> all residents; 10) preserve agricultural uses and land; 11) provide adequate water and <br /> wastewater service to all residents and businesses; 12) promote high quality water and <br /> Page 2 of 8 <br />
