E. Allocations will be made by resolution, but in addition, <br />council may choose to enter into growth management agreements in <br />accordance with Section 17.36.200. <br /> <br />17.36.180 Criteria for Decision. <br /> <br /> The City Council shall base its decisions allocating growth <br />management approval on substantial evidence that the projects <br />selected are in furtherance of the public interest and in <br />furtherance of the city's General Plan policies, particularly the <br />following: <br /> <br /> A. The maximum number of growth management approvals for <br />any given year shall be for one thousand (1,000) units. (Program <br />11.1 of the Land Use Element) <br /> <br /> B. The Council shall monitor growth management approvals <br />such that the population within the 1987 Pleasanton city limits <br />does not exceed 62,000 by January 1, 1996, assuming a vacancy <br />rate of 4% as of that date. (Program 11.4 of the Land Use <br />Element) <br /> <br /> C. Regulate the number of housing units approved each year <br />to adequately plan for infrastructure and assure City residents <br />of a predictable growth rate. (Program 11 of the Land Use <br />Element) <br /> <br /> D. The goals, policies and programs set forth in the <br />General Plan Housing Element, including particularly the <br />following: <br /> <br /> 1. Ensure that at least 25% of the total housing stock <br />at full development shall be multiple family, both owner and <br />renter occupied. (Policy 1 of Housing Element) <br /> <br /> 2. Encourage 15% of the housing stock at full buildout <br />to be affordable to the needs of lower income households. <br />(Policy 7 of Housing Element) <br /> <br /> 3. Encourage a minimum of 20% of all new housing units <br />to be affordable to moderate income households. (Policy 8 of <br />Housing Element) <br /> <br />17.36.190 Multiyear Approvals <br /> <br /> A. In order to meet the needs of larger scale phased <br />projects and the goals of the city, the city council may, at its <br />option, grant multiyear approvals. <br /> <br /> B. Multiyear approvals shall be granted by resolution of <br />the council. If deemed necessary to assure receipt of <br />consideration promised between the parties in the future, council <br />may enter into contractual arrangements for multiyear approvals <br />(i.e. growth management agreements) in conjunction with granting <br />multiyear approvals. <br /> <br /> - 5 - <br /> <br /> <br />
