In subsequent meetings, the group
developed an understanding of existing conditions, and prepared "wish- lists" for
future site improvements. This information was used to create the Program, the spe-
cific definition of uses and goals for each site.
The Program was reviewed by the Parks Recreation Commission and the Plan-
ning Commission, before it was approved by the City Council in March 1998. It pro-
vides a guide for the plans and design recommendations of the Master Plan. The
program includes goals common to the entire project (e.g., meeting current codes, and
recommendations of the Americans with Disabilities Act, or ADA), and goals that are
unique to each particular site (e.g., the addition of shade trees to DeLucchi Park).
The preparation of design strategies began next, based on the approved Program.
The Task Force reviewed different design approaches for each site. After presentation
and discussion of alternatives, the designs were either selected or revised to reflect the
most important comments and concerns of the Task Force members, the consultants,
and City staff. Final designs and recommendations for each site were then presented
to the Task Force for review. In addition, this Draft Master Plan has been reviewed
by the Task Force, City staff, and the Parks Recreation Commission.
As a Draft Master Plan, the recommendations of the Task Force will serve as rec-
ommendations for future construction, and will be presented to the Downtown Spe-
cific Plan Task Force for its use and consideration.
Members
of the
DPTS
Task Force
touring the
sites
November,
1997
