The vested rights shall also include the provisions for <br /> allocating costs and collecting fees for the Specific Plan infrastructure as <br /> set forth in the Specific Plan and the Vineyard Avenue Corridor Financing <br /> Program. <br /> <br />Development of the Property is subject to future City approvals, including <br />both those in which the City exercises discretion and those which are <br />ministerial. The CiB' shall exercise its normal scope of review at each <br />stage of future Project review.
