EXI~IRIT C <br /> <br />DOWNTOWN SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT <br />MITIGATION MONITORING PLAN FOR THE PROPOSED SPECIFIC PLAN; <br /> <br />INTRODUCTION <br /> <br />Mitigation measures are conditions and controls placed on a project to reduce its impacts on the <br />environment. The Proposed Downtown Specific Plan is a self-mitigating plan. which means that. in <br />general, the mitigation measures which have been identified to reduce potentially significant impacts <br />to a less-than-significant level are policies included w/thin the Proposed Specific Plan. <br /> <br />When an agency approves a project and adopts mitigation measures for potentially significant <br />impacts disclosed by an environmental impact report, the project proponent is required iv California <br />law (Public Resources Code Section 21081.6) to establish a monitoring program to endure that the <br />mitigation measures are implemented. It is intended that this mitigation monitoring program (MMP) <br />will adequately serve this purpose. <br /> <br />The following MMP addresses the specific topic areas discussed in the environmental impact report <br />for this project. The MMP identifies the: <br /> <br />· mitigation measure (or policy of the Proposed Specific Plan] that would reduce <br /> potentially significant impacts to a less-than-significant level. <br /> <br />· party responsible for implementing the mitigation measure. <br /> <br />· timing of implementation, and <br /> <br />· monitoring agency and action required. <br /> <br /> <br />
