CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 02-030 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION ADOPTING THE CEQA FINDINGS AND THE <br />STATEMENT OF OVERRIDING CONSIDERATIONS FOR <br />THE DOWNTOWN SPECIFIC PLAN AND APPROVING THE <br />DOWNTOWN SPECIFIC PLAN AND RELATED <br />MITIGATION MONITORING REPORTING PLAN <br /> <br />the City of Pleasanton is considering a Specific Plan (the "Project") affecting <br />approximately 308+ acres bounded by the Arroyo del Valle and Union Pacific <br />Railroad Corridor to the north, Third Street to the east, Bernal Avenue to the south, <br />and Pleasanton Avenue and Rose Avenue to the west; and <br /> <br />the City of Pleasanton, acting as lead agency under the California Environmental <br />Quality Act ("CEQA"), determined that an Environmental Impact Report ("EIR") <br />was required for the Project and referred a Notice of Intent to prepare an E1R to all <br />affected/interested agencies, persons and groups; and <br /> <br />the City of Pleasanton prepared a Draft EIR for the Project which was published <br />on August 17, 2001, and notice of preparation and availability was properly <br />provided; and <br /> <br />the City of Pleasanton accepted and responded to comments to the Draft EIR and <br />prepared a Final EIR for the Project which provided responses to the issues raised; <br />and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton provided Notice of Completion of the Final EIR and, <br />following a public hearing, certified the Final EIR as complete on March 5, 2002 <br />by Resolution No. 02-028; and <br /> <br />the Planning Commission has held noticed public meetings on November 28, <br />2001, and January 9, 2002 to take public comments regarding the Project, and <br />recommended to the City Council the approval of the Project, including the <br />adoption of CEQA Findings of Significant Environmental Impact, the Statement of <br />Overriding Considerations, and a Mitigation Monitoring and Reporting Plan <br />("MMRP") for the environmental review of the Project; and <br /> <br /> <br />
