CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 02-028 RESOLUTION CERTIFYING AS COMPLETE THE FINAL ENVIRONMENTAL IMPACT REPORT PREPARED FOR GENERAL PLAN AMENDMENTS AND THE DOWNTOWN SPECIFIC PLAN WHEREAS, the City of Pleasanton is considering amendments to its General Plan and to a Specific Plan (collectively, the "Project") affecting approximately 308 + acres bounded by the Arroyo del Valle and Union Pacific Railroad Corridor to the north, Third Street to the east, Bernal Avenue to the south, and Pleasanton Avenue and Rose Avenue to the west; and WHEREAS, the City of Pleasanton determined that an EIR was required for the Project and referred a Notice of Intent to prepare an EIR to all affected/interested agencies, organizations, and persons; and WHEREAS, the City of Pleasanton prepared a Draft Environmental Impact Report ("Draft EIR") for the Project which was published on August 17, 2001 and provided proper legal notice of preparation and availability; and WHEREAS, the City of Pleasanton accepted and responded to comments to the Draft EIR from public agencies having jurisdiction by law, persons having special expertise with respect to an environmental impact involved, and other persons and organizations having an interest in the Project; and WHEREAS, the Final EIR for the Project has been prepared and contains the Draft EIR, comments and recommendations received on the Draft EIR, and the responses to points raised regarding environmental issues in the review and consultation process; and WHEREAS, the City of Pleasanton provided proper notice of completion of the Final EIR for the Project; and WHEREAS, the Planning Commission held a noticed public heating to take public comments regarding the Draft EIR on September 26, 2001, and held a noticed public hearing to take public testimony concerning the completeness and adequacy of the Final EIR on January 9, 2002; and
