Ordinance No. 1432 <br />Page 4 <br /> <br /> Department of Forestry, to present a fire hazard <br /> severity of moderate to extreme. For ignition, <br /> these areas only need a spark from an <br /> unprotected chimney opening. <br /> <br /> d. The City is also bisected by numerous man-made <br /> and natural structures, i.e., creeks, canals, <br /> arroyos, underpasses, overpasses, rail tracks <br /> and trestles, bridges and a major highway. <br /> These are natural phenomena of the terrain or <br /> man-made to enhance travel into, out of, and <br /> within the City. There are dead-end streets, <br /> cul-de-sacs of over 500 feet and grades to be <br /> traversed that exceed 20%. There are apartment <br /> and condominium complexes that have limited <br /> access and have units placed at different <br /> elevations. We are a rapidly growing city, <br /> annexing hilly and mountainous land on a regular <br /> basis, and where traffic congestion has become a <br /> key issue. These topographical conditions <br /> create the potential for extensive fire damage <br /> and potential for loss of life and injury to <br /> firefighters due to delayed response caused by <br /> distance, traffic congestions or other <br /> obstructions on response routes. <br /> <br />WHEREAS, the City Council finds that because of the climatic, <br /> geological and topographic circumstances in Pleasanton <br /> that continued use of combustible roofing materials <br /> within the City of Pleasanton would create substandard <br /> buildings within the meaning of Health and Safety Code <br /> Section 17958.8 <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />HEREBY ORDAIN AS FOLLOWS: <br /> <br />Section 1: Section 1 of Ordinance 1234 and Section 20.08.045 of <br /> the Pleasant0n Municipal Code are hereby amended to read <br /> as follows: <br /> <br /> "Section 20.08.045. Section 3202(b) amended - <br /> Requirement of fire retardant roofing materials. <br /> <br /> Section 3202(b) of the Uniform Building Code is amended <br /> to read: <br /> <br /> (b) Fire Retardancy, When Required. Roof coverings <br /> shall be minimum of Class B rated fire retardant <br /> except in Types III, IV and V buildings which <br /> <br /> <br />
