The developer shall install photovoltaic panels on the roof of the manager's <br /> apartment/office designed to meet the energy needs of the building. With the <br /> building permit application, the developer shall submit to the Planning Director <br /> for review and approval an estimate of the manager's apartment/office energy <br /> needs and the design and location of the photovoltaic panels. <br /> <br />14. <br /> <br />The developer shall use their best efforts to implemem the measures identified in <br />the U.S. Green Building Council's (GBC), "Leadership in Energy and <br />Environmental Design (LEED)" 2.0 rating system in the design, construction, and <br />operation of the proposed building, including all future tenant improvements, to <br />meet the "Certified" rating. These measures shall be shown on the building <br />permit plan set submitted for review and approval before issuance of a building <br />permit. In conjunction with the building permit application, the developer shall <br />determine the building's "LEED Green Building Rating", using the GBC <br />evaluating methodology, and shall report the rating to the Planning Director <br />before issuance of the building permit, which shall be reported to the Planning <br />Commission. Prior to building permit issuance, the green building provisions that <br />are proposed to be included in the development shall be submitted to the Planning <br />Director for review and comment. City staff shall arrange a meeting with the <br />developer to discuss the proposed measures and to determine if other feasible, <br />mutually agreeable green building measures can be incorporated into the project. <br /> <br />15. <br /> <br />At no time shall balloons, banners, pennants, or other attention-getting devices be <br />utilized on the site except as permitted by the City's Municipal Code. <br /> <br />16. <br /> <br />The developer shall post address numerals on the building so as to be plainly <br />visible from all adjoining streets or driveways during both daylight and night time <br />hours. <br /> <br />17. <br /> <br />The developer shall effectively screen from view all ducts, meters, air <br />conditioning equipment, and any other mechanical equipment, whether on the <br />ground or on the roof, with the exception of photovoltaic panels which shall only <br />be screened if feasible. Screening details, including screening of photovoltaic <br />panels, shall be shown on the building permit plans, which shall be submitted to <br />the Planning Director for review and approval before issuance of a building <br />permit. Screening materials shall be architecturally compatible with the main <br />building. <br /> <br />18. <br /> <br />All trash and refuse shall be contained completely within enclosures <br />architecturally compatible with the main structure. The materials and color of the <br />enclosure walls shall match the building. The location and design of the <br />enclosures shall be shown on the plans submitted for issuance of building permits <br />and shall be subject to the approval of the Planning Director and Fire Chief. <br />Trash containers shall be stored within the enclosure at all times, except when <br />being unloaded. <br /> <br /> <br />
