No grading shall <br />occur between October 15 and April 15 unless approved erosion control/storm water quality <br />measures are in place, subject to the approval of the City Engineer/Director of Building Inspec- <br />tion. Such measures shall be maintained until such time as permanent landscaping is place. <br /> <br />95. <br /> <br />The project developer shall submit a dust control plan or procedure as part of the improvement <br />plans. <br /> <br />96. <br /> <br />The project developer shall be responsible for the installation of the street lighting system serv- <br />ing the development. The street lights shall be seventy (70) watt, high pressure sodium vapor <br />units mounted on galvanized steel poles with poured in place bases, on the LS-1C schedule per <br />City requirements and P.G.& E. standard details, unless otherwise specifically approved. Ap- <br />proval for the number, location, and type of electroliers shall be subject to the review and ap- <br />proval of the City Engineer. <br /> <br />97. <br /> <br />Street lighting for the development shall be designed and located so as to minimize glare onto <br />adjacent properties, subject to the review and approval of the City Engineer and Planning Direc- <br />tor. <br /> <br />98. <br /> <br />The project developer's contractor(s) shall obtain an encroachment permit from the City Engineer <br />prior to moving any construction equipment onto the site. <br /> <br />99. <br /> <br />Prior to issuance of a building permit, the applicants shall enter into an improvement agreement <br />for all public facilities. Said agreement shall be subject to the review and approval by the City <br />Attorney. <br /> <br />100. <br /> <br />Prior to issuance of a grading permit, the applicants shall post with the City a performance bond <br />for completing at a minimum the grading along Sunol Boulevard, the landscaping along the Su- <br />nol Boulevard frontage, and hydroseeding other portions of the site. <br /> <br />Urban Stormwater Runoff Requirements: <br /> <br />101. <br /> <br />The project developer shall direct as much stormwater drainage to the lake as feasible. For areas <br />that cannot be drained to the lake, the applicants shall install vegetated swales (biofilters) to in- <br />tercept and pretreat stormwater prior to reaching the detention basin or creek. The design, loca- <br />tions, and a schedule for maintaining the vegetated swales shall be submitted to the City Engi- <br />neer/Director of Building Inspection for review and approval prior to issuance of building per- <br />mits. The project developer shall incorporate into the landscape maintenance agreement specific <br />provisions for maintenance of the vegetated swales. <br /> <br />102. <br /> <br />The project developer shall sweep or vacuum the parking lot and sidewalks a minimum of once a <br />month and shall prevent the accumulation of litter and debris on the site. Comers and hard to <br />reach areas shall be swept manually. If sidewalks and/or the parking lot are pressure washed, <br />debris must be trapped and collected to prevent entry into the storm drain system.
