Resolution No. PC-01-22 <br />Page 2 <br /> <br />The plan conforms closely to the land use plan. The existing homes are <br />given "designated development areas" consistent with the "Hillside <br />Residential" designation, the open space uses are specified, and the <br />Chrisman open space is permanently preserved. The "low density <br />residential" area matches the area/location shown in the Specific Plan and <br />has been reduced by two units to better meet other goals. <br /> <br />The proposed development plan is compatible with previously <br />developed properties located in the vicinity of the plan. <br /> <br />The proposed plan has been developed with the overriding goal to achieve <br />a final plan which appears to "belong" on the site, with limited visibility to <br />off-site areas, and incorporating state-of-the-art measures to control run- <br />off, retain wildlife corridors, and re-create oak woodland areas. <br />Conditions allow the continuation of prior agricultural uses and are <br />compatible with the listed permitted uses. The project has been designed <br />to be compatible with the overall Specific Plan, which allows new <br />development in conjunction with the preservation of important <br />environmental features. <br /> <br />The proposed development plan is compatible with the natural, <br />topographic features of the site. <br /> <br />The hillside will require comprehensive reconstruction, however, the <br />hillside will appear similar to its existing appearance when regraded. <br />The Berlogar foreridge grading will not be noticeable once completed. <br />The Chrisman "bench" will appear a gentle bench with houses upslope <br />and downslope. <br /> <br />The grading in conjunction with the proposed development plan <br />takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the <br />environment as possible. <br /> <br />Topsoil will be stockpiled and re-spread on the 3:1 slopes, erosion control <br />measures will be used to avoid benches, and "J-ditches" can be used in <br />appropriate locations to control surface flows and erosion. <br /> <br />Adequate public safety measures have been incorporated into the <br />design of the proposed development plan. <br /> <br />Proposed homes are conditioned to be designed to meet the requirements <br />of the Uniform Building Code, other applicable City codes, and State of <br />California mandated noise, energy, and accessibility requirements. All <br />streets match the Specific Plan's construction standards. A "Wildland Fire <br />Protection Plan" will be prepared for all areas. <br /> <br /> <br />
