22. The developer shall submit the. final soundwall design and <br /> landscape plan at the tentative map stage. The final <br /> Vineyard Avenue streetscape (soundwall/landscaping) shall be <br /> designed to reflect the rural character of the area. <br /> <br />23. That the applicant be responsible for posting of signs at all <br /> entrances to the project detailing the limitations on <br /> construction activity and access that have been imposed on <br /> the project. Depicted on the sign shall be the permitted <br /> operating hours (Monday through Friday, 8:00am to 5:00pm for <br /> the house construction phase of lots 5-7, and 23 only, 8:00am <br /> to 8:00pm Monday through Friday and 10:00am to 6:00pm <br /> Saturdays for project grading and remainder of house <br /> construction. No construction shall be permitted on Sundays <br /> or holidays. In addition notice prohibiting any loud radio <br /> noise, bringing dogs to the site and the need to utilize the <br /> Vineyard Avenue entrance driveway as the main access to the <br /> project shall be included on the sign. Failure to comply <br /> with these restrictions or any construction activity <br /> restriction established by the City could result in shutting <br /> down of the entire subdivision for a 24 hour period at the <br /> discretion of the Planning Director. <br /> <br />24. That the applicant shall submit detailed house siting and <br /> architectural plans for review by the Planning Commission at <br /> the tentative map stage. The Commission's review shall <br /> include but not be limited to proposed setbacks, building <br /> heights, colors, architectural styles, etc. Modifications to <br /> all of the above beyond regulations of the R-1-6500 <br /> development standards shall be imposed in order to insure <br /> house construction that is compatible with the surrounding <br /> existing development as deemed necessary by the Planning <br /> Commission. <br /> <br />25. That the applicant shall meet with EBRPD and City staff prior <br /> to submittal of a tentative map in order to establish a <br /> suitable future access way/bicycle trail connection from the <br /> future Vineyard Avenue to the lands of EBRPD along the <br /> easterly boundary of the site. In the event right-of-way is <br /> necessary from the site to effect this connection, such <br /> right-of-way shall be incorporated into the tentative map and <br /> dedicated to a public agency. <br /> <br />26. That this development shall be subject to all standard <br /> conditions of development, attached hereto and made part of <br /> this case by reference except conditions 12, 13, 29, 49 and <br /> 14. <br /> <br />TQ/cf (pud88 17. cf2 ) <br /> <br /> -4- <br />Ord. 1419 <br /> <br /> <br />
