7. That a deceleration lane be installed on Vineyard Avenue at <br /> its intersection with Vista Diablo Court. The final design, <br /> length and location shall be to the satisfaction of the City <br /> Engineer and depicted on the tentative map. <br /> <br />8. That the right-of-way width for the short entrance drive be <br /> increased to 50' respectively. All street design modifica- <br /> tions shall be designed to the satisfaction of the City <br /> Engineer and depicted on the tentative map. <br /> <br />9. That the applicant shall obtain authorization from the East <br /> Bay Regional Parks District to place the 0-3' tall slope bank <br /> along the rear of Lots 7-16 on the adjacent Park land. All <br /> slope banks shall be revegetated as required by staff. <br /> Failure to receive EBRPD approval for this encroachment shall <br /> result in placement of the slope completely on the project <br /> site. The final resolution of this encroachment shall be <br /> depicted on the tentative map. <br /> <br />10. That the applicant submit a detailed landscape plan for the <br /> proposed Vineyard Avenue streetscape. Depicted on the plan <br /> shall be a combination of groundcover, shrubs and acceptable <br /> street trees in an amount acceptable to the Planning Director <br /> and City's Landscape Architect. The applicant shall be <br /> responsible for the permanent maintenance of all common <br /> landscape. The mechanism to insure maintenance of this <br /> landscape area shall be subject to the approval of the City <br /> Attorney and submitted in conjunction with the tentative map. <br /> <br />11. That approval of this case shall be contingent upon approval <br /> of the concurrent amendment to the Circulation Element of the <br /> General Plan (Case GP-89-1) concerning the alignment of <br /> Vineyard Avenue. Disapproval of the General Plan amendment <br /> shall nullify approval of the subject case. <br /> <br />12. That the uses and site regulations shall be those of the R-1- <br /> 6500 Zoning District. <br /> <br />13. That detailed plans depicting the amount, location, storage <br /> methods and haul route to be utilized in the event of a <br /> grading imbalance be submitted for review and approval by the <br /> Planning Director and City Engineer prior to removal of any <br /> soils from the site. <br /> <br />14.
