PLEASANTON PUBLIC LIBRARY
STRATEGIC PLAN
2002-2005

Introduction

The first two years of the Pleasanton Public Library have been successful
and exciting. Since July 1999, when the City assumed operation of the
library, a number of new programs and services were added and hours of
service were expanded. Public support for the library is strong and library
use is high. Per capita circulation of materials to Pleasanton residents is
higher than that of most California public libraries of comparable size.

The Commission and staff realized that a strategic plan was needed in order
to ensure that the library continues to move forward and respond creatively
and effectively to community needs. The Plan will also serve as a guide in
decision-making regarding use of library resources.

The Planning Process

The Three-Year Plan was developed by a Steering Committee of twenty-
three people, including community members representing business, seniors,
youth, cultural arts, genealogy, education, the Friends of the Library,
volunteers and the general public. The Committee also included
representatives fi.om the Library Commission and staff.

The Committee met regularly over four months and conducted a community
and library scan. They reviewed documents such as the Pleasanton Youth
Master Plan, the 2001 Pleasanton Public Opinion Survey conducted by JD
Franz Research, the City's Growth Management Report, census data, and
other infmmation about the City of Pleasanton. They also considered
internal and external opportunities such as space restrictions and the state of
the economy.

The Steering Committee also reviewed library use statistics and comments
from five customer focus groups and one staff focus group. The Library
Teen Advisory Group served as a focus group for Young Adults. The City
contracted with Snider and Associates to facilitate the Steering Committee
and focus group meetings. Focus group members were asked to voice their
