The existing and proposed processes are illustrated in the attached flow <br /> chart (Attachment 3). <br /> The end result of the above changes would be two distinct grants one dealing with <br /> human services and housing, and the other dealing with civic arts and youth programs <br /> coordinated and processed with two distinct application packets. Also, the consolidation <br /> would allow the City Council to review both new grants at a single Council meeting. <br /> Because it may take some time to fully implement this process, the Working Group is <br /> recommending that the changes become effective in late 2009, when the outreach <br /> process will start for grants to be allocated for FY 2010/11. However, the Housing and <br /> Human Services commissions did meet jointly as part of the CDBG review and <br /> recommendation process. <br /> In summary, while the Working Group has completed its initial study, it may be <br /> appropriate to reconvene if and when the City Council authorizes an update to the <br /> human services needs analysis to more clearly identify existing and future needs, and <br /> the dollar cost associated with those needs.
