In addition, staff collaborates closely with the <br /> cities of Livermore and Dublin to sponsor two annual workshops to present grant <br /> program guidelines, key dates and opportunities to the community. The workshops are <br /> advertised by each City through its own media outlets, including the local press. <br /> As a result of this activity, the Working Group determined that the program is reaching <br /> the appropriate agencies and no changes are recommended. If the City Council <br /> conducts the human services needs analysis in the future, new information may <br /> become available that warrants modifications to this process. <br /> 3. Analyze options for integrating and streamlining the City Grant and CDBG processes <br /> In general, the Working Group discussed the potential for integrating the City Grant <br /> program and the CDBG review processes in an effort to streamline and consolidate <br /> funding allocations. As indicated above, these programs are currently processed at <br /> different times of the year with different City commissions. While the Working Group <br /> was generally satisfied with the existing process, it sought to identify changes that could <br /> lead to improvements. <br /> The Working Group looked at various alternatives, including maintaining the status quo, <br /> completely integrating the processes under a single commission, and pursuing a hybrid <br /> process that consolidates some elements while maintaining traditional commission <br /> roles. With all these alternatives, the ultimate goal was to identify changes that would <br /> improve efficiency and result in all grant applications reaching the City Council <br /> concurrently, so that all needs and requests could be assessed collectively. With these <br /> goals in mind, the Working Group is recommending a "hybrid" method that consolidates <br /> specific aspects of the process. The two primary aspects of this process are as follows: <br /> CDBG, HOME, LIHF, and the Human Services portion of the City Grant program <br /> would become a single grant program, rebranded as the "Housing and Human <br /> Services Grant" (or similar title). Program funding, uses and guidelines would <br /> remain consistent with the current programs. Staff would develop new consolidated <br /> application forms and continue to work with neighboring cities regarding the public <br /> outreach effort. <br /> That portion of the City Grant program allocated to civic arts and youth programs <br /> would be rebranded as the "Civic Arts and Youth Grant" program. Program funding, <br /> uses and guidelines would remain consistent with the current programs. <br /> Based on this consolidation, the Human Services Commission would become the lead <br /> commission making grant recommendations to the City Council for the rebranded <br /> Housing and Human Services Grant program. The Housing Commission, however, <br /> would provide input with housing related grant requests, including use of CDBG, LIHF, <br /> and HOME funds, through a joint meeting or other vehicle to be determined by the <br /> commissions. Review of the rebranded Civic Arts and Youth Grant program would be <br /> conducted by the Civic Arts and Youth commissions respectively. Recommendations <br /> Page 4 of 5 <br />
