Staff anticipates it will begin the installation of the new radios within the next four <br /> months. The interoperability will be implemented consistent with the radio infrastructure <br /> being developed in cooperation with the EBRCSA, which is anticipated to be functional <br /> in the Tri- Valley area by early 2010. Staff will continue to inform the Council regarding <br /> expenditures and activities related to the EBRCSA and this grant. <br /> DISCUSSION <br /> Participation in this grant minimizes the City's costs related to converting to new P25 <br /> radios that will improve communications in the region. In addition, through the grant <br /> process, cooperation with the Regional Partners will be strengthened by improving <br /> collaboration and an improved coordinated multi- agency approach to public safety. <br /> Participation in the AFG is not mandatory and as such, the City Council may elect not to <br /> authorize the MOU. If this option is exercised, the City will be required to withdraw from <br /> grant participation, and will be subject to any applicable fines as outlined in the grant <br /> guidelines. Future grant award may also be negatively affected.
