8 THE CITY OF CITY COUNCIL AGENDA REPORT pL£ASANTON® June 16, 2009 Livermore Pleasanton Fire TITLE: EXECUTION OF A MEMORANDUM OF UNDERSTANDING AUTHORIZING THE CITY TO MANAGE ACTIVITIES FOR ITS REGIONAL PARTNERS AS THE LEAD AGENCY FOR THE ASSISTANCE TO FIREFIGHTERS REGIONAL GRANT SUMMARY The Livermore Pleasanton Fire Department (LPFD) has been awarded an Assistance to Firefighters Regional Grant (AFG), by the U.S. Department of Homeland Security /Federal Office of Emergency Services, to strengthen interoperability communications by providing funding for it and its regional partners that will offset the cost of purchasing mobile radio equipment capable of interoperability. The LPFDs regional partners for this AFG award include the Alameda County Fire Department (ACFD) and the cities of Livermore, Alameda, Fremont, Newark, and Union City (Regional Partners). A condition of the regional grant is to develop a cooperative agreement establishing the roles and responsibilities of all Regional Partners and the grant's financial administrator. To meet this requirement, the Regional Partners have drafted a Memorandum of Understanding (Attachment 1), which is recommended for City Council approval. Because the City is the financial administrator for the LPFD, it will assume the role of grant financial administrator and the LPFD will manage all grant related activities, including coordinating with the City Finance Department to receive and disburse federal funds and collecting the required match funds from the Regional Partners. RECOMMENDATION Authorize the City Manager to execute the Memorandum of Understanding between the City and its Regional Partners for the management of all activities related to the AFG. FINANCIAL STATEMENT The total grant amount is $464,346. The grant will pay for 80% of the project costs and the Regional Partners will pay for the remaining 20 The LPFD's estimated match is $13,097 and will be split equally between Pleasanton and Livermore.
