BACKGROUND <br /> The American Recovery and Reinvestment Act of 2009 was signed by President <br /> Obama on February 17, 2009, to stimulate the national economy. The ARRA funding <br /> for Local Street and Road (LS &R) System Preservation projects is divided into <br /> "Regional ARRA Funding" and "State ARRA Funding." The terms "Regional ARRA <br /> Funding" and "State ARRA Funding" are being used to differentiate between the <br /> urbanized regional ARRA funds that are provided directly to the regions and the State <br /> ARRA funds made available through the State. The City of Pleasanton recently applied <br /> for and is eligible to receive $1,588,000 from $24,640,000 of available Regional ARRA <br /> Funding. The State ARRA Funding (also referred as the second round of ARRA <br /> funding) available for the Alameda County LSR project is $4,740,000. Based on a <br /> formula that takes into account population, lane mileage, needs, and performance, the <br /> City of Pleasanton is eligible to receive a second round programmed amount of <br /> approximately $370,000. <br /> DISCUSSION <br /> The City of Pleasanton must submit a grant application for "State ARRA Funding" to the <br /> MTC through the Alameda County Congestion Management Agency (ACCMA). The <br /> first step in the federal grant process is to have City Council adopt the attached <br /> resolution to authorize the grant funding application. <br /> In order to meet the program guidelines and restricted timeline, Bernal Avenue between <br /> Valley Avenue and Pleasanton Avenue was chosen for pavement rehabilitation under <br /> this second round of 2009 ARRA funding. This roadway section is in need of repairs, <br /> and the project will provide for the resurfacing of approximately 270,000 square feet of <br /> roadway with Type B or Open Graded asphalt concrete overlay construction. This <br /> project will also include base repair, replacing existing non compliant ADA curb ramps, <br /> adjusting appurtenances to grade, installing pavement markers, and installing new bike <br /> lanes, roadway legends, striping, and traffic detector loops. <br /> The attached resolution and associated funding allocation may not be the only <br /> opportunities the City will have to benefit from the Federal Stimulus Package. City staff <br /> will continue to monitor additional opportunities and will bring forward subsequent <br /> resolutions to support the pursuit of additional funding. <br /> Submitted by: Fiscal R Approved y: <br /> Brian Dolan David P.
