BACKGROUND <br /> The subject project was authorized in the 2008/2009 Capital Improvement Program to <br /> replace deteriorated sanitary sewer mains and structures. The specific location was <br /> selected from the priority list developed by the Utility Division as various problems had <br /> been reported in the area. First, the existing pipe is six inches (6 in diameter; in order <br /> to comply with current policy, it should be replaced with an eight inch (8 diameter pipe. <br /> In February 2008, this section of sanitary sewer line became plugged in one section and <br /> resulted in a Sanitary Sewer Overflow (SSO). After the clean -up, City crews videotaped <br /> the line using TV inspection and discovered numerous locations of low spots, cracks in <br /> the pipe itself, and root intrusion of the pipe walls. The condition of the pipe, the <br /> existing capacity, and the SSO combined to place this section of the sanitary sewer <br /> system on the high priority list for the Annual Replacement CIP project. <br /> DISCUSSION <br /> Bids <br /> An engineer's estimate for the project was calculated at $235,000. Sealed bids were <br /> opened on May 26, 2009, with a total of eleven (11) bids received that ranged from <br /> $244,800 to $523,700 (see Attachment 2). The apparent low bid was received from <br /> W. R. Forde Associates of Richmond, California. All bid documents were found to be in <br /> order and past work performed by W.R. Forde Associates was verified to be <br /> satisfactory. Staff recommends award of the construction contract to the lowest <br /> responsible bidder, W. R. Forde Associates. <br /> Budget <br /> Project funding and estimated expenditures are presented in Attachment 3 to this <br /> report. A 15% contingency amount is recommended due to the nature of underground <br /> work and the potential to encounter unknown abandoned utilities or other buried <br /> obstructions that could impede the installation of the sewer line. <br /> Schedule <br /> The proposed schedule for the project is as follows: Approval of Plans and <br /> Specifications and Award of Contract, June 16, 2009; Start of Construction, August, <br /> 2009; and End of Construction, September, 2009. <br /> Submitted Fiscal Review: Approve. •y: <br /> Brian Do an David P.
