The facts and findings supporting these <br />findings are summarized in the Environmental Impact Findings, <br />attached hereto as Exhibit "B" and incorporated herein by <br />reference and as are more fully found in the administrative <br />record of this project. <br />Section 5. The Planning Commission finds that although not all <br />significant environmental effects have been reduced to an <br />insignificant level as defined in the CEQA guidelines, the <br />remaining, unavoidable significant environmental effects are <br />acceptable because the project's economic, social, environmental, <br />and other benefits outweigh any impacts which may occur; <br />said benefits include provision of local jobs in a net out <br />commuting community; jobs which match local labor force <br />characteristics; potential reduction in total work trip <br />length and reduced regional emissions; social benefits of more <br />time for family and community life due to reduced work trip <br />commute times; significant construction jobs over a 25 -year <br />period; positive fiscal impact upon the City's general fund; <br />increased tax base and diversification of employers insulating <br />the City and community from adverse effects of single- employer <br />labor decisions; improvements of the circulation system in <br />northern Pleasanton, including improved emergency vehicle <br />response times; reduction in flood hazard in presently urbanized <br />areas improvement of ambient noise levels in residential areas; <br />off -site streetscape beautification; and other benefits <br />enumerated in project staff reports, public hearings, and <br />applicant presentations. <br />Section 6. The Planning Commission further finds that this project <br />conforms to the requirements and purposes of the City's <br />zoning ordinance, is in the best interests of the public <br />health, safety, and general welfare, and is consistent with <br />the goals and policies of the Pleasanton General Plan. <br />Section 7. Recommends approval of the application of Gus Enterprises and <br />Prudential Insurance Co. for PUD (Planned Unit Development) <br />development plan approval of an approximately 105,998 sq. ft. <br />hotel and related facilities including a 468 seat restaurant <br />on an approximately seven acre site located at the northeast <br />corner of Hopyard Rd. and Gibraltar Drive subject to the <br />conditions shown on Exhibit "A" attached hereto and made <br />part of this case by reference. <br />Section 8.
