14. In the event the access road is a private street, the applicant shall negotiate a satisfactory method for allocating costs of maintenance/repair to users of the street other than his own lots; this agreement shall be resolved to the satisfaction of the Planning Director prior to recording a final parcel map. 15. in the event the street is required to be public, the street section shall be increased to 32 ft. curb-to-curb, a 5 ft. wide sidewalk on one side, and an 8 ft. wide P.S.E. on both sides of the street. 16. All on-site drainage swales, erosion control, and hydroseeding shall be completed at the time of project grading. The final design of all lot specific drainage improvements shall be included in the tentative map submittal. 17. Access to parcel 1 shall be maintained at all times during construction. The applicant shall submit a plan to the City showing how access will be maintained during construction of the main road for City review and approval prior to the issuance of a grading permit. 18. The parcels south of the development (Kliment, Ku, and Starnes Parcels) shall be granted an easement over the subdivision's streets as necessary to provide access. The Kliment parcel shall be accorded access without being a party to the project CC&R's unless the parcel's owner wishes to join said association. 19. The project shall adhere to recommendations of the Tree Report dated November 11, 1988. Efforts shall be taken to complete minor revisions to the development plan in order to preserve those specimen trees specified in the report. Additional analysis as well as the final tree removal plan shall be submitted in conjunction with the tentative map. 20. There shall be no export of excess project soils unless otherwise approved by the Planning Director and City Engineer. All excess soils shall be deposited along the Foothill Road frontage and be graded and revegetated to conform to the rolling topography of the surrounding land. -5-
