5-13-199E; 1:59AM ~ROM ~.2 <br /> <br />PLEASANTON DOWNTOWN ASSOCIATION <br /> REPORT AND 2002 BUDGET <br /> <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non-profit <br />service organization of the downtown businesses dedicated to the ongoing revitalization <br />of Pleasanton's historic business district. The district was created in 1984 by the <br />Pleasanton City Council under the provisions of California Business Improvement <br />District/Area law. <br /> <br /> The PDA advisory board is not recommemding any changes in thc district's <br />assessment formula, or the boundaries of the district for 2002. <br /> <br /> The current assessment formula is based on the annual business license payment: <br />businesses located curbside, downstairs on Main Street arc assessed at a rate of two times <br />their business license; businesses with Main Street addresses located upstairs, or not <br />curbside, are assessed at a rate of one and a half times their business license; all other <br />businesses (those located off Main Street) pay an amount equal to their business license. <br />The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not <br />pay an assessment to the PDA. <br /> <br /> The district includes approximately 500 members. Those members elect and arc <br />represented by a 14 member Board of Directors. We are in the middle ora phase in of <br />three new property owners to thc Board of Directors until in 2003, there will be a total of <br />three property owners. In accordance with the City/PDA agreement, the PDA has created <br />an organizational structure which is modeled on the guidelines recommended by the <br />National and State Main Street Programs. The four areas of focus are: <br /> <br /> ORGANIZATION: The Organization Committee is made up of the 4 officers of <br />thc Board of Directors (President, Vice-President, Secretary and Treasurer). The <br />OrganiT. ation Committee focuses more closely on the day-to-day operations of the PDA: <br />financial oversight, personnel issues, budgets, and insurance. <br /> <br /> PROMOTIONS: Thc Prbmotions Committee includes two board members, the <br />PDA Event Coordinator, and approximately 10 volunteers. The committee continues to <br />create and implement exciting ways to promote downtown tn our region, and to devise <br />events which have generated large community support. There are two subcommittees: <br />marketing and special events. <br /> <br /> MARKETING: The Marketing Committee includes three board mcmbers and <br />approximately 10 volunteers. The committee researches and implements creative <br />marketing strategies for PDA members. This year's accomplishments have included: <br />implementation ora new web page hosting and design company; developmem ora Fall <br />Marketing Campaign for downtown merchants; a walking tour for key personnel at local <br />hotels to interest their patrons in the dowmown. <br /> <br /> <br />
