Ordinance No. 1467 <br />Page 3 <br /> <br /> E. The streets and buildings have been designed and <br /> located to complement the natural terrain and <br /> landscape. <br /> <br /> The proposed development would require the <br /> construction of a new on-site private roadway to <br /> serve the proposed houses. The street width would <br /> be narrow (20 feet) to avoid excessive grading. <br /> The use of an on-site roadway would minimize <br /> traffic conflicts between the new houses and <br /> traffic on Kottinger Drive. The buildings have <br /> been sited to complement the natural topography by <br /> stepping them into the hillside. The plan also <br /> preserves most of the significant trees on the <br /> site, and new specimen trees will be planted to <br /> compensate for those removed. <br /> <br /> F. That adequate public safety measures have been <br /> incorporated into the plan. <br /> <br /> The major public safety issues involve 'grading and <br /> slope stability. The geotechnical investigation <br /> has specifically addressed these issues and made <br /> recommendations to ensure public safety. In <br /> addition, a condition of approval would require the <br /> applicant to provide automatic house sprinkler <br /> systems to compensate for the length of the on-site <br /> roadway, as required by the Fire Department. <br /> <br /> G. The plan conforms to the purposes of the PUD <br /> district. <br /> <br /> The plan conforms to the purposes of the PUD <br /> district in that it proposes an acceptable <br /> development on a difficult site. Because of the <br /> topography and the fact that it is an infill site, <br /> development under conventional zoning would produce <br /> in inferior result. With the PUD, the City has <br /> greater control over grading and design, which has <br /> produced a plan compatible with the surrounding <br /> area. <br /> <br />WHEREAS, based on the Initial Environmental Study, a negative <br /> declaration was adopted by Council on June 5, 1990. <br /> <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br />FOLLOWS: <br /> <br />Section 1. The appeal of Michael Gordon concerning Case PUD-90-2 <br /> is granted. <br /> <br />Section 2. Rezones the approximately two acre site located at <br /> 445 Kottinger Drive to the PUD (Planned Unit <br /> Development) - Medium Density Residential District. <br /> <br /> <br />
