Resolution No. 01-118 <br />Page Two <br /> <br />WHEREAS, <br /> <br />Alameda County and the cities of Pleasanton, Dublin, Livermore, Oakland and San <br />Leandro are required to participate in the preparation of the 1-580 Deficiency Plan <br />and adopt such Plan at a noticed public hearing; and <br /> <br />WHEREAS, adoption and implementation of the deficiency plan is required in order to be <br /> found in conformance with the Congestion Management Program; and <br /> <br />WHEREAS, <br /> <br />the 1-238 Widening Project, the Center Street Improvement Project and the <br />Westbound 1-580 to Southbound SR 238 Direct Connector Project, in combination, <br />would provide an acceptable Level Of Service along this deficient section of 1-580 <br />through the year 2025; and <br /> <br />WHEREAS, there will be no financial impact to the City for these projects because they are <br /> already fully funded and included in the Countywide Transportation Plan; and <br /> <br />WHEREAS, <br /> <br />the 1-238 Widening Project, the Center Street Improvement Project and the <br />Westbound 1-580 to Southbound SR 238 Direct Connector Project form the basis <br />for the deficiency plan; and <br /> <br />WHEREAS, the Deficiency Plan for 1-580 Westbound from Center Street to 1-238 meets all <br /> statutory requirements. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: <br /> <br />The City Council of the City of Pleasanton adopts the Deficiency Plan for 1-580 <br />Westbound from Center Street to 1-238. <br /> <br />Section 2: <br /> <br />The City Council acknowledges that implementation of the Deficiency Plan will <br />be monitored at least biennially as required by state law and that the schedule and <br />progress for implementation of the Plan will be considered as part of the annual <br />conformity requirements for the Congestion Management Program. <br /> <br />Section 3: This resolution shall become effective immediately upon its passage and adoption. <br /> <br /> <br />
