CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 01-118 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION TO ADOPT AND PARTICIPATE IN <br />IMPLEMENTING THE DEFICIENCY PLAN FOR 1-580 <br />WESTBOUND FROM CENTER STREET TO 1-238 <br /> <br />the City is a member of the Alameda County Congestion Management Agency <br />(ACCMA); and <br /> <br />the ACCMA, in conformance with California State Law, has established <br />congestion deficiency criteria for roadways in the Congestion Management <br />Program network; and <br /> <br />1-580 westbound from Center Street to 1-238 is included in the Congestion <br />Management Program network for Alameda County; and <br /> <br />the year 2000 Level of Service Monitoring on the Alameda County Congestion <br />Management Program Network identified this section of 1-580 at Level of Service <br />"F", thus failing to meet the Level of Service Standard; and <br /> <br />the Level of Service remained at "F" after all statutory allowable exemptions were <br />considered; and <br /> <br />the Congestion Management Program statute states that a deficiency plan with all <br />the mandatory elements shall be required if the Level Of Service Standard is not <br />met; and <br /> <br />the Congestion Management Program requires a jurisdiction to participate in the <br />preparation of a deficiency plan if it contributes ten pement (10%) of the traffic on <br />a deficient roadway; and <br /> <br />the ACCMA traffic model shows that the City contributes at least 10 percent of the <br />traffic along this section ofi-580; and <br /> <br /> <br />
