Ordinance No. 1844 <br />Page Three <br /> <br />Section 4: <br /> <br />Section 5: <br /> <br />A summary of this ordinance shall be published once within fifteen (15) days after <br />its adoption in "The Valley Times," a newspaper of general circulation published <br />in the City of Pleasanton, and the complete ordinance shall be posted for fifteen <br />(15) days in the City Clerk's office within fifteen (15) days after its adoption. <br /> <br />This ordinance shall be an urgency measure to take effect immediately upon its <br />adoption for the following reasons: <br /> <br />Because of the terrorist attacks on the United States of America on <br />September 11, 2001, the Police Department has been working with <br />shopping centers to address security, including responses by emergency <br />personnel to urgent situations. <br /> <br />In some shopping center parking lots, such as at the Stoneridge Mall, there <br />are parking spaces that have been designated for emergency vehicles and <br />signs are posted restricting the parking to such vehicles. However, when <br />the parking lots are overcrowded, such as during the holiday shopping <br />season, drivers sometimes leave their vehicles unattended and parked in <br />these areas. The holiday shopping season for 2001 has begun, and the <br />Police Department believes that members of the public will again park in <br />spaces that are designated for emergency vehicles. Given the heightened <br />security measures that are being taken since September 11, this behavior <br />poses unacceptable safety and security risks. <br /> <br />The Pleasanton Municipal Code does not expressly prohibit the parking of <br />non-emergency vehicles in areas that are designated for emergency vehicle <br />parking and the Code does not expressly permit the City to tow <br />non-emergency vehicles that are parked in these spaces. <br /> <br /> <br />
