CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 3622 <br /> <br />POLICY STATEMENT CONCERNING <br />EXPANSION OF GRAVEL PITS <br /> <br /> WHEREAS, the Pleasanton City Council and Planning Commission <br />have held a series of discussions with the Kaiser Sand and Gravel <br />Company regarding the future of said Company's sand and gravel <br />mining operations within the Pleasanton Planning Area; and <br /> <br /> WHEREAS, these discussions have led to possible solutions of <br />the problems involved in expansion of said Company's operations <br />which are satisfactory to both said Company and the City of <br />Pleasanton; and <br /> <br /> WHEREAS, the Pleasanton City Council wishes to formally <br />express the City's understanding of these solutions: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Pleasanton does hereby state the following as a matter <br />of policy: <br /> <br /> The City of Pleasanton willingly anticipates the expansion <br />of the Kaiser Sand and Gravel Company's mining operations to <br />include the so-called "Mayo" and "Feidler" properties, and the <br />most easterly portion of the OBusch" property, in accordance <br />with the "Proposed Pleasanton Area General Plan", providing said <br />Company is agreeable to the following: <br /> <br />1. A landscaped buffer zone will be established on <br />Company property in all areas adjacent to other land <br />uses. Said buffer zone easterly of Martin Avenue and <br />north of Mohr Avenue shall average 200 feet in width, <br />with a 1,000 foot section parallel to Martin Avenue <br />opposite Trenery Drive to include a 225-foot landscaped <br />buffer area and an additional 75-foot setback from gravel <br />operations. Said buffer zone will be contoured and fully <br />landscaped within three years from the date of issuance <br />of a use permit for gravel harvesting. <br /> <br /> A buffer zone of a width sufficient to be compatible <br />with adjacent land shall also be established on Company <br />property located parallel to the southerly extension of <br />Martin Avenue across the "Busch" property, at such time <br />as the property is acquired by the Company and a use <br />permit is issued, in order to separate gravel mining <br />operations from other adjacent land uses. <br /> <br /> Ail buffer zones so established are for the purpose ol <br />obscuring gravel operations from eyesight and contain <br />virtually all noise or dust created by Company operations. <br />and shall be maintained by the Company, unless and until <br />a public agency decides to use said buffer zones for <br />public recreation purposes. <br /> <br />2. Ail Company processing plants shall be restricted <br />either to the approximate area of the existing Company <br />plant, or along the eastern property line of the "Busch" <br />property. <br /> <br />3. No trucking or movement of harvested sand, gravel or <br />overburden will be permitted on either Martin Avenue or <br />Mohr Avenue between Martin Avenue and the Southern <br />Pacific Railroad right-of-way. <br /> <br /> <br />
