Ordinance No. 1482 <br />Page 2 <br /> <br /> The proposed project is consistent with the "Medium <br /> Density Residential" General Plan land use <br /> designation for the property. While the density <br /> would exceed the mid-point of 5 units per acre, <br /> this factor would be offset by a private amenity in <br /> the form of a 4,800 sq. ft. common open space area <br /> with landscaping and a tot lot. Grading of the <br /> flat site would be minimal. <br /> <br /> 4. Grading takes into account environmental <br /> characteristics and is designed in keeping with the <br /> best engineering practices to avoid erosion, <br /> slides, or flooding to have as minimal an effect <br /> upon the environment as possible: <br /> <br /> As noted above, the proposed grading is minimal <br /> inasmuch as the subject site is essentially flat. <br /> <br /> 5. Streets and buildings have been designed and <br /> located to complement the natural terrain and <br /> landscape: <br /> <br /> Council believes that the proposed site development <br /> will result in an attractive massing of structures <br /> on the site. the project would be set back from <br /> stanley Boulevard behind the landscaped common open <br /> space area so that the appearance of the units from <br /> the street would be minimized. <br /> <br /> 6. Adequate public safety measures have bene <br /> incorporated into the design of the plan: <br /> <br /> The proposed street and utility design is <br /> consistent with City standards, although the street <br /> is conditioned to be private. The proposed <br /> hammerhead cul-de-sac terminus has been approved by <br /> the Fire Department. <br /> <br /> 7. The plan conforms to the purposes of the PUD <br /> District: <br /> <br /> Council believes that the subject proposal is <br /> consistent with the PUD District purpose of <br /> encouraging development of infill parcels. As <br /> stated in the staff report, the proposed plan <br /> provides an appropriate transition of densities and <br /> housing types within the Stanley Boulevard <br /> neighborhood. <br /> <br /> <br />
