d. Surface drainage improvements shall be installed as required by the City Engineer. <br /> <br /> e. Fills shall have subdrains in accordance with the recommendations of the geotechnical <br /> consultant, as reviewed and approved by the City's geotechnical engineering firm and <br /> the City Engineer, and irrigation systems shall be designed and operated to minimize <br /> lot groundwater seepage. <br /> <br />22. Toxics <br /> <br /> a. Prior to the issuance of any building permit on any lot which has been determined to <br /> have or may be impacted by groundwater contamination, the contamination shall be <br /> subject of a reclamation plan approved by the Alameda County Department of <br /> Environmental Health. Additionally, the geotechnical consultant shall certify that the <br /> remaining contamination and/or reclamation activities present no health or safety risks <br /> and financial arrangements are adequate, to the satisfaction of the Planning Director, to <br /> assure that the reclamation is carried to conclusion. <br /> <br /> b. A detailed up-date of all reports and information on the ground water contamination <br /> shall be submitted with any tentative map application. <br /> <br />23. Biotic Conservation-Measures <br /> <br /> The following items shall be incorporated as a deed restriction and into the CC&R's for the <br /> project: <br /> <br /> a. No stock grazing or other types of vegetation control measures shall be allowed in open <br /> space areas except for fire control measures. <br /> <br /> b. Dogs shall be confined to sidewalk areas, lots, or designated canine exercise areas to <br /> the extant that the public access areas have been limited. <br /> <br /> c. The use of native drought-tolerant landscaping shall be encouraged throughout the <br /> development. The applicant shall include native drought-tolerant landscaping on the <br /> model home sites and shall provide a brochure listing encouraged plant species and <br /> showing typical drought-tolerant planting schemes. This brochure shall be made <br /> available to all home buyers and the use of drought-tolerant landscaping shall be <br /> promoted in the CC&R's. <br /> <br /> d. All-terrain and off-road vehicles and camping shall be prohibited in open space areas. <br /> <br /> e. Each home buyer shall be provided with a nature preservation awareness brochure, to <br /> be reviewed and approved by the Planning Director prior to the first building's <br /> completion. <br /> <br /> <br />
