The City Council finds that adoption of the traffic <br /> and circulation mitigation measures 4.1 through 4.6 <br /> identified in the Final EIR will substantially <br /> reduce the traffic and circulation impacts of the <br /> project, provide safe access at project entrances, <br /> and maintain sight distances on internal project <br /> streets. <br /> <br /> 3.
