An applicant for a project requiring board review <br /> shall submit to the zoning administrator a site plan, <br /> exterior elevations, landscape plans, and such plans <br /> reports and other data as may be required by the board <br /> to assist the board in evaluating the proposed project. <br /> The zoning administrator shall refer all applications <br /> to the board.
