within the 79-acre site shall be utilized for park purposes, <br /> said land shall be dedicated for that purpose. Residential <br /> developments on this site which are not accounted for in the <br /> dedication of park land shall be subject to payment of the <br /> City of Pleasanton park in-lieu fees, with said fees to be <br /> determined annually by the City Council, per Municipal Code <br /> Section 19.44,070. Each development shall pay the fee rate <br /> in effect at the time building permits are issued. <br /> <br /> D. Miscellaneous Issue~ <br /> <br /> The south side of Owens Drive shall be improved along the <br /> entire property frontage with an eight foot wide sidewalk to <br /> accommodate pedestrian and bicycle traffic. The property <br /> owner shall be responsible for designing and installing this <br /> sidewalk prior to occupation of the first residential unit. <br /> <br /> E. Drainaqe <br /> <br /> Storm drain improvement plans shall be subject to the <br /> approval of the City Engineer and Zone 7 of the Alameda <br /> County Flood Control District and are required prior to <br /> construction. All garage floor elevations shall be <br /> constructed to remain above the 100 year flood plain as <br /> determined by the appropriate flood plain map and Zone 7, <br /> however, where necessary, the semi-subterranean garages <br /> shall be equipped with sump pumps and other devices <br /> necessary to reduce the chances of flood-related damage to <br /> buildings or property. <br /> <br />F. Noise <br /> <br /> 1. Standard Title 24 construction requirements shall <br /> reduce noise levels in interior spaces a sufficient amount <br /> such that the project will comply with City of Pleasanton <br /> interior standards and the standards of CCR Title 24 for <br /> multi-family residences. <br /> <br /> 2. Since it is necessary to close the windows to comply <br /> with Title 24 sound insulation requirements, all proposed <br /> residences shall be provided with mechanical ventilation. <br /> <br /> 3. Projects shall be designed to avoid the use of sound <br /> walls along Owens Drive, Stoneridge Drive and Hacienda <br /> Drive. Buildings and landscaping shall be used to shield <br /> outdoor recreation areas from noise. Private open space <br /> areas (balconies and patios) shall be located away from the <br /> street wherever possible. <br /> <br />G. Visual/Aesthetic <br /> 1. All proposed buildings shall maintain at least a 15 <br /> 5 <br /> <br /> <br />
