20. Final design of Martin Avenue shall be determined in <br /> conjunotion with the Village One development plan. <br /> <br />'21. ConsT_vuction of Village Three shall be phased so that <br /> occupancy of the units to be located within 300' of the south <br /> or east property lines of Village Three do not occur until <br /> after mining activity on the adjacent Kaiser property is at <br /> least 20' below existing grade. <br /> <br />22. Grades along the south sides of Village Two and Village Three <br /> shall match the existing grade of the buffer area portion of <br /> the Kaiser property by constructing a slope bank on the Kaiser <br /> proper~ or on the project site.
