12. The City shall withhold building permits for this project <br /> if, at the time building permits are applied for, mandatory <br /> water rationing is in effect, unless the City has adopted a <br /> water offset program, and unless the developer is <br /> paz~cicipating in the program. Notwithstanding the <br /> developer's participation in said program, the City may <br /> withhold building permits if the City determines that <br /> sufficient water is not available at the time building <br /> permits for the project are applied for. <br /> <br /> 13. The development plan shall be modified in the following <br /> merrier: <br /> <br /> a. A 36' wide public street (flow-line to flow-line) shall <br /> be exwcended from the Chu/Gahrahmat property along Lots <br /> 18-22-to the West View property. The street section <br /> shall include a sidewalk and perking lane on its west <br /> and norVii sides. <br /> <br /> c. The typical 28' wide street section shall be revised. <br /> The 28' dimension shall be measured from flow-lAne to <br /> flow-line. There shall be a sidewalk and parking lane <br /> on one side of the street. The o~her side of the <br /> street shall be posted for no parking. <br /> <br /> d. Street sec~Aon A-A shall be revised. A 20' wide street <br /> measured flow-line to flow-line shall be installed by <br /> the applicant between Lot's 13 and 14 and the lots <br /> belonging to Hulett, Singleton, and Gotsalves; the <br /> final 8' shall be installed by Hulett, Singleton, and <br /> Gotsalves with the subdivision of their lo~s. A <br /> temporary vertical curb shall be installed alon~ the <br /> Hulett, Singleton, and Gonsalves'propez~cy lines. .Final <br /> location of the street shall be determined at the <br /> tentative map s~age upon review of the tree and <br /> ouV.~uilding locations in relation to the property line. <br /> The street shall be located as close to the easterly <br /> property line am feesibis, given the above potential <br /> cons=rain~s. The final map shall showno access to the <br /> abutting lo~s to the east. The temporary easterly curb <br /> may be constructed of asphalt. <br /> <br /> e. All curb re~urns shall have a minimum radius of 30'. <br /> <br /> These changes shall be shown on the tentative map submittal <br /> to the satisfac~ion of the Directors of planning and Public <br /> Works. <br /> <br />14. There shall be two points of access to the portion of the <br /> development which includes Lots 5-40 to Stoneridge Drive <br /> prior to allowing any occupancy of these lo~s.
