SECTION 2 FINDINGS REGARDING PROJECT ENVIRO IMPACTS DETERMINED TO BE SIGNIFICANT IN EIR Pursuant to CEQA Guidelines Section 15091, the Design Review Board and Planning Commission have recommended adoption to the City Council findings for each significant environmental impact of the project identified in the FEIR as they relate to the project currently proposed. The City Council has considered these recommendations and have adopted them, with any applicable chages, heroin. 2.1 Land Use and Planning Ownership and Management of CommOn Open Space Impactl Unresolved ownership and management of open space The City finds that approval of the project without resolution of details concerning ownership.and management of project ownership is a potential significant impact (Draft EIR, page 3-13). Proposed Mitigation Measure of the EIR: The EIR identified the following mitigation measure which can substantially avoid this impact. 3-1 Prepare and Adopt an Open Space Management Plan (Draft EIR, page 3-13). Said mitigation measure was considered and adopted with any pertinent changes as Condition 3-1, Exhibit "B" of the City Council staff report dated June 16, 1992. Finding: Mitigation Measure 3-1 Feasible and Required The City finds that it. is feasible to mitigate this impact to a less-than-significant level by requiring the applicant and successors in interest to prepare an open space ownership and management program to identify the on-going open space preservation and management mechanisms, responsibilities for improvements and actions. The City will adopt said program for purposes of implementation. The applicant and successors of interest shall incorporate the provisions of such adopted program into project design and implementation as a condition : of project approval.
